State Auditor dissatisfied with parliament’s slow legislative process

Latvian State Auditor Elita Krūmiņa plans to inquire to the Saeima about the delay with the approval of the legislative draft on the expansion of authority of her institution, as she mentioned in an interview to Rīta panorama programme of LTV.

Krūmiņa said she wants to know the reasons for the delay and what else needs to be done to ensure successful progression of the document in the parliament.

She emphasizes that the sees no obstacles for the approval of the legislative draft in the third reading, since it has already been supported in the first two.

«Let’s be honest, there is not a lot of support for expanding State Audit’s authority,» she said, when asked why she thinks the process is continuously delayed.

Krūmiņa is certain that approval of the legislative draft would benefit all of Latvia’s society.

Last year, the Saeima supported amendments to the Law on State Audit. Amendments provide for expanding State Audit’s authority in enforcing losses. This means that if an audit reveals that damage was caused to the state, the institution would be authorized to commence enforcement of losses from officials responsible for causing them. Initially the duty of enforcing losses will be delegated to a separate unit. If necessary activities are not performed, the State Audit will step in and commence administrative process on enforcement of losses. Accused officials will have the right to appeal the process in court.

Information on Saeima’s website states that the submission term for the third reading was 15 January 2017.
