Edgars Rinkevics's Kyrgyz Fiasco

At the end of last week Kyrgyzstan joined the group of countries that recognize the legitimacy of the referendum in Crimea and the accession of it to Russia. This has highlighted in unexpected way a fundamental inconsistency of the policy pursued by the Minister of Foreign Affairs of Latvia Edgars Rinkevics.

A little over a month ago, Rinkevics visited Kyrgyzstan and in conversation with the President of Kyrgyzstan Almazbek Atambayev "expressed recognition of the development of parliamentary democracy of the State". 

Now it turns out that the idea of a "parliamentary democracy" in Kyrgyzstan and Latvia is completely different. This became more evident after the events in Ukraine. Latvia, together with its partners in the European Union and NATO does not recognise the referendum in Crimea and strongly condemns the annexation of the peninsula. Kyrgyzstan does the opposite.

As Kyrgyzstan's Foreign Ministry said in a statement on March 20 "referendum results in the Crimea on March 16 this year represent the will of the majority of the population of the Autonomous Republic. This is an objective reality, regardless the very different evaluations given about this referendum. " 

Thus Edgars Rinkevics must now either to withdraw its "recognition of the development of parliamentary democracy" of Kyrgyzstan, either, following the official Bishkek, to approve referendum in Crimea and annexation of the peninsula by Russia.

However, this is not the only one consequence of reckless diplomacy of Mr Rinkevics.

During his visit to Bishkek Latvian FM reached agreement with Kyrgyzstan's leaders to strengthen cooperation between the parliaments of the two countries, to exchange the observers at elections, to participate in seminar on transit issues organized by the Latvian Foreign Ministry, which will be held in Riga in June of this year, and to held the second meeting of the Latvian-Kyrgyz intergovernmental Commission in Bishkek , and so on. 

Besides, the heads of the Foreign Ministry of Kyrgyzstan and Latvia have discussed the withdrawal of the International Security Assistance Force (ISAF) in Afghanistan. The transit routes to and from Afghanistan is a sensitive issue for the Latvian economy. Hundreds of military bases to be shut down. One of the routes of evacuation of their equipment is supposed to go through Latvia.

However, as Freecity.lv already reported, Latvia can lose the transit from Afghanistan. United States are already developing the new routes of transit from Afghanistan if Russia withdraws from the agreement with Pentagon to use its territory for the transport of goods, a senior official of the United States Department of Defense said. It looks Georgia and Azerbaijan may win in this case, but Latvia will be a loser.

Finally, according to the Minister of Foreign Affairs of Kyrgyzstan Erlana Abdyldaeva, cooperation between the Kyrgyz Republic and the European Union in the context of the future Presidency of Latvia to the Council of the European Union in 2015” was discussed with Edgars Rinkevics. 

If Rinkevics is ready to give advances to the leadership of Kyrgyzstan and “express recognition of the development of parliamentary democracy of the State" on behalf of the European Union, it means a serious diplomatic embarrassment for Latvia.

People say that Rinkevich is going to Vienotiba. I think that he has been promised to get a Minister chair, but he is going to be fooled after all, as usually. Therefore we are safe :)

Ministry of Foreign Affairs needs to divert "per diem" money,otherwise the government will provide the Ministry with less amount of money.

It is unimaginable to think of Latvia as the presidency of the Council of EU with a Minister of Foreign Affairs like him.
