Education of refugees’ children to be provided by state or municipal institutions

Education of child asylum seekers in Latvia’s primary education institutions should commence within three months of the day their parents submit their application to State Border Guard to be provided with refugee or alternative status in the country.

State or municipal institutions are to secure education of child refugees, as provided by the order developed by Latvian Education and Science Ministry.

After receiving information from the Citizenship and Migration Affairs Office about child asylum seekers, the ministry signs an agreement with an education institution to secure education of said child asylum seekers, control the use of allocated budget funds and request information from education institutions to provide regular reports on progress, as reported by the ministry.

Education and Science Ministry lists the education institutions that provide education opportunities for child asylum seekers by coordinating efforts with city council or municipal administration. Coordination is necessary because city councils and municipal administrations establish the order in accordance with which education institutions receive funding from municipal budgets. Coordination is not necessary if primary education is secured by a state-founded education institution. To secure primary education opportunities to child asylum seekers, Education and Science Ministry organizes the development of the necessary education materials to help asylum seekers learn Latvian language. The ministry also regularly compiles information about the progress of child asylum seekers’ education.
