Latvian ministry proposes reducing number of municipal deputies from 1,614 to 686

Following the administrative territory reform, it is planned to reduce the number of municipal deputies from 1,614 to 686, said Latvia’s Environment Protection and Regional Development Minister Juris Pūce at a press-conference on Wednesday, 10 April.

Presenting the administrative territorial reform’s project, Pūce said the goal behind the reduction of the number of municipal deputies is ensuring fair representation in accordance with the number of residents to help better organize work of municipal committee and separate executive power from decision-making power.
 

Authors of the reform offer maintaining the same number of municipal deputies in Riga (60) and Jurmala (15).
 

Municipalities in which the number of residents is under 30,000 would have 14 deputies, whereas the number of deputies in municipalities in which populations range from 30,001 to 60,000 is proposed to be set at 19.
 

As for municipalities with population size ranges from 60,001 to 100,000, it is proposed to elect 23 municipal administration deputies. This is planned for Rezekne, Ogre and Jelgava.
 

If the number of residents in a municipality exceeds 100,001, this municipality’s number of deputies will be 25. In accordance with planned reform, this will be allowed in Liepaja and Daugavpils.
 

The minister was asked how the representation of new territorial units will be ensured for new municipalities. Pūce said the goal is making sure residents are able to elect at least one or multiple deputies in unified municipality.
 

As it is known, Environment Protection and Regional Development Ministry’s map provides for reducing the number of municipalities in Latvia from 119 to 35.
 

Area-wise Latvia’s largest municipalities are Liepaja and Madona. The ministry’s proposed map covers 3,656.93 and 3,347.35 km2 large territory.
 

Population-wise Latvia’s largest municipalities, based on this map, will be Daugavpils, Riga and Liepaja. More than 100,000 residents would live in all combined territories.
 

The smallest municipality population-wise would be Līvāni municipality, which has slightly more than 12,000 residents.
 

The ministry’s proposed territorial plan will be submitted for review to municipalities and other institutions.
