Work group to be formed to speed up electronic address system in Latvia

Saeima’s Citizenship, Migration and Social Cohesion Committee has decided to form a work group that would perform in-depth discussions about the possibility of speeding up the introduction of an electronic address system as an alternative declared address for communication with state and municipal institutions, as reported by Saeima’s press-service.


European Latvians Association’s representative comments that the committee has informed members of the parliament about multiple problems members of Latvian diaspora face when registering their place of residence in Latvia’s Population Register. The short term – 30 days – was mentioned as one. Within this given period of time a person has to declare their new place of residence with Latvian authorities if their place of residence changes.


This term should be extended, said European Latvians Association’s representative, adding that EU citizens have the right to stay in member states for up to three months without any specific requirements or formalities, except for the condition for them to have a valid passport or visa.


«A faster way to ensure residents are easily reachable would be introducing an electronic address system, not registering two places of residence. The latter would require changes to legislation. This is why we propose introducing electronic address system,» said the committee’s chairman Ritvars Jansons during the meeting.


Representative of the Office of Citizenship and Migration Affairs explained that with an electronic address system residents would have an address that would allow them to communicate and send confidential information in a secure manner. Currently the law establishes electronic address introduction for private persons starting from 1 June 2018.


Members of the Citizenship, Migration and Social Cohesion Committee agreed to organize a joint meeting with Budget and Finance Committee to discuss the previously mentioned possibility of speeding up the return of seniors living in foreign countries to Latvia, as well as the matter regarding established regulation in regards to protection of foreign pensions’ non-taxable minimum when retired people return to Latvia.
