SAB: state institutions sin by employing people without access to official secrets

Certain state institutions sin by employing people without access to official secrets in posts that require it, said first deputy director of Constitution Protection Bureau Andris Freimanis during a meeting of Saeima’s Defence, Internal Affairs and Corruption Prevention Committee.

Freimanis said that if a person requires access to official secrets to perform their duties, the person should not be employed until security institutions finish background checks.

There are cases, however, when institutions sin – employing people before waiting for SAB’s report and provision of access to official secrets. There are also situations when SAB is unable to issue access to official secrets, says the deputy director of SAB.

On Thursday, 30 November, the committee approved amendments to the Law on Official Secrets after heated debates.

Among other things, amendments will permit persons to challenge in court decisions to refuse provision of access to official secrets.
