PV and CAF talks to conclude on March 29; CAF predicts positive outcome

 RIGA, Feb 19 - Latvia's passenger train operator "Pasazieru vilciens" (PV) and Spain's train manufacturer "Construcciones y Auxiliares de Ferrocariles S.A." (CAF) will conclude their mediation talks on March 29, "Nozare.lv" has found out.

As reported, today, the government is to decide whether to continue the failed train procurement or channel the earmarked funds to other projects.

CAF representative Ivo Klotins points out that PV and CAF talks are confidential. So far, the talks have been constructive and successful. If the sides maintain their good will, the mediation process will conclude positively, says Klotins.

Klotins explains that a date has been set by mediators for concluding the mediation process, and adds that the talks are held between PV and CAF, therefore they cannot be sped up by the government.

LETA also reported, a week ago, after acquainting itself with PV report on the mediation process in Stockholm, the government decided to postpone its decision on the matter. PV in turn continued talks with CAF on changes to their contract.

Prime Minister Valdis Dombrovskis (Unity) doubts that "Pasazieru vilciens" (PV) and "Construcciones y Auxiliares de Ferrocariles S.A." (CAF) mediation process could conclude by March 8.

Dombrovskis makes the conclusion from his past experience with the failed train procurement. The prime minister reminds that the first deadlines were set at the beginning of 2012 and they were never observed throughout last year.

"We do not know the next deadline after the end of March. There is no certainty that this deadline will be the last one," the prime minister said after the government's session today.

Dombrovskis also reminded that the government cannot hesitate with taking a decision, since the risk of not absorbing the European Union's funds earmarked for this and other projects increases with each passing day.

The mediation process has been dragging on and it is necessary to take into account the European Union's redistribution deadlines for funds and absorb the earmarked funds in the current financial perspective, added the minister.
